I guess one case that hadn't been made clear in comment #3 but I can see from the forum post is that with the new behavior, an "enabled and not running" service would not get started with `snap restart SNAP`. I think that's wrong, because for example what about oneshot daemons and failed services? I think that both of those should still be started when issuing `snap restart`.

Again, though the critical thing for us is not starting "disabled and not running" services, so if there's a good reason to not also start "enabled and not running" services with `snap restart` it's not too bad for us.
