installing from latest/stable tells you latest/stable is closed and tracking stable

Bug Description
If you install or refresh tracking latest/stable you get a message saying that latest/stable is closed and that you should track stable.
In Spanish (my locale), it looks like: "El canal latest/stable para lxd está cerrado; se redirigirá temporalmente a stable."
This is the fmt string in the code: "Channel %s for %s is closed; temporarily forwarding to %s.\n"
latest/stable and stable are essentially the same thing, but why go from a fully qualified channel to a more ambiguous one for the track when specified?

$ sudo snap install --channel= latest/ stable strace-static
strace-static 4.20 from Canonical✓ installed
Channel latest/stable for strace-static is closed; temporarily forwarding to stable.
This happens with 2.36.1
