I think so. We have our own mitigation for this issue which doesn't use the new hooks but we do use the remove hook now.

If someone wanted their service to just be reloaded rather than restarted on refresh, they should be able to write a flag in pre-refresh, check for the flag in their stop script and clear the flag in post-refresh.
