In /boot/uboot/config.txt (https://github.com/snapcore/pi2-gadget/blob/master/configs/config.txt), these lines have 'heartbeat' and 'mmc0' reversed:

dtparam=act_led_trigger=heartbeat
dtparam=pwr_led_trigger=mmc0
