The config package fails to configure any mirrors

How reproducible: Every time

Steps to Reproduce:
1.Install package
2.Look for mirror definition

Actual results:
No mirrors listed

Expected results:
All Fedora mirrors should be listed (and used)

Additional info:
It would be "nice to have" separate configurations for users, developers, and
testers so persons not interested in, e.g. testing, would not need to disable
unwanted repository references.
