Do you have a multi monitor environment?
did you run the IDE on a larger monitor the last time?

If yes, in the registry branch
HKCU/Software/JavaSoft/org/sikuli/basics

modify the field
/I/D/E_/S/I/Z/E

to a suitable value or delete it.
then restart.
