The solution to this is apparently to go into Shutter preferences and change the Image format: to "png - The PNG image format"
after I did this and quit and restarted, going back to the preferences -> Main still shows Image format: jpg - tee JPEF image format" however the blurry screenshot issue appears to have gone away.

Just for completeness, while I was poking around in the preferences setting for the Shutter app, I also made two other changes:
------------------------------
In Preferences -> Main:
"Do not copy anything to clipboard" (Previously it was "Automatically copy screenshot to clipboard")
In Preferences -> Advanced
Under "Window Capture, I unchecked "Include window decoration when capturing a window", which was previously selected
------------------------------
After the issue went away, I changed these settings back to their previous values, and the bug did not occur.

Lastly, this bug appears to be a duplicate of this one,
