The problems's making itself known in tewsts/utils/utils.py:BaseTestCase.setUp, on L52

The easiest way to see this is by making etc/searchlight.conf invalid (add some gibberish characters) and oslo will raise parsing errors. It looks related to https://bugs.launchpad.net/neutron/+bug/1442543 and I'll test the same fix.
