Add "label" attribute to report sheets

Bug Description

Currently, the title attribute of report sheets is used in the Report Sheet Templates index view *and* in the gradebook tab for the deployed sheet. Adding a label attribute (like we have for activities) would make easier to manage report sheets (in the Report Sheets Template index) independently of how they are displayed (in the gradebook).

My use case in Cambodia at that time was that I wanted to use four report sheets, and I ended up with:

Semester 1
Semester 2
Semester 1
Semester 2

1. and 2. were report sheets for grades 1-8, 10- 11, and 3. and 4. were for grades 9 and 12. I guess this will be a valid use case when we have an option to deploy a report sheet only to a set of sections.

I believe this was fixed by Alan when he was fixing deploy report sheets, hide/unhide them etc. (Bug #836732).

It is not "label" attribute, but you can choose a Title when deploying a report sheet, that will appear in Gradebooks.
