Bug Description
Currently we allow the user to deploy the same report sheet template any number of times which leads to confusion for the user on many fronts. We need to decide if this should even be allowed and then evolve the data to a more sensible format.

In flourish you can now see what reports sheets have been deployed. But there is nothing stopping you from deploying the same sheet again.
So the data model is broken as before. And there is no way to hide the duplicate sheets by administrator or teacher.
