It should be in sbllangbase.sty.

The only reason it was put into the class file was the Pete was getting
errors relating to bidi being loaded too late and I couldn't reproduce
them.

I since had a thought. Pete, do you use a front end? Some front ends stick
extra stuff related to unicode in the preamble, that could be causing
grief on your system. Try a simple file, ensuring you save it it utf-8
format and then run xelatex on it from the command line and see if that
makes a difference.
