I need this in order to get my Slackware 12 (not particularly UTF-8 friendly) locale to play nice with my Emacs/swank/slime/SBCL config on same all of the latter are perfectly capable of dealing with UTF-8 sanely independent of my environments locale. The lack of an exposed sb-ext:*default-external-format* means I can't rely on building a sane setup across otherwise similiar OS'. For example, am presently maintaining three Emacs/swank/slime/SBCL configs on two separate ARCH Linux builds and one Slackware. A recent suggestion was that I set LC_CTYPE=foo for my errant systems environment. This is not IMHO opinion a solution of sufficient granularity.
