In Fedora 17 I remove nsplugin.pp and merged with mozilla_plugin. So this is a case where the update should have setup alias so this would work properly.
The best case would be to specify policy files somehow in the payload and then have rpm execute a transaction before laying down additional files. Or adding a mechanism for a package to tell rpm to reload its labeling.
