There's a regression with rpm-4.9: --suggests is broken

eg: "rpm -qp --suggestsx11-driver-video-ati" returns nothing
whereas http://svnweb.mageia.org/packages/cauldron/x11-driver-video-ati/current/SPECS/x11-driver-video-ati.spec?revision=177443&view=markup shows we've suggests for years

I always though suggests were handled by urpmi or urpmq rather then by rpm
itself.

# urpmq -p --suggests x11-driver-video-ati
--suggests now displays the suggested packages, see --allow-suggests for previous behaviour

The regression is between rpm-4.6.0-rc1-weakdeps.patch and rpm-4.9.1.1-weakdeps.patch
