The build pre-requisites are documented and available,
including db-5.1.19 installed into /usr/include/db51.

I have shown you the build options that were used
on multiple platforms (but not arch).

Since you have not succeeded in building rpm-5.3.6, you're in
no position to assess "stable".

We both agree "release" because the rpm-5.3.6 tar ball is
de facto publically available at http://rpm5.org even if we
disagree on "stable".
