I would point out that RPM already permits a trailing *
character in {V,R} strings which will match the remainder of the string
(by exiting immediately with the current comparison result)
is already implemented.
In some ways the trailing '*' character accomplishes what tilde-in-version
accomplishes with rather simpler semantics. Just not what is in Debian ...
