From what I understand of fontconfig changing fc-query to fc-scan now is low impact and will at least take make rpm take into account the fontconfig rules shipped within the fontconfig package itself. Then once Behdad adds some way to point fc-scan to fontconfig files outside fontconfig default paths, it we can improve the system more by adding an argument to the fontconfig files in the buildroot to the fc-scan call

Of course, Behdad may have better ideas than me here
