Adds an rpm-python3 subpackage

The attached patch adds a python3 subpackage. It removes the --with-python configuration option, instead using setup.py to build the bindings twice.

I had to pass in various env vars to get the bindings to build (to locate the not-yet-installed .pc file and the libs).
