Let me try again using the following commands on a fresh x86 host.

#apt install debootstrap
#debootstrap_dir=debootstrap
#debootstrap --arch=s390x --foreign sid "$debootstrap_dir"
#sudo mkdir -p "${debootstrap_dir}/usr/bin"
#sudo cp "$(which qemu-s390x-static)" "${debootstrap_dir}/usr/bin"
#sudo cp "$(which qemu-s390x)" "${debootstrap_dir}/usr/bin"#sudo chroot "$debootstrap_dir" /debootstrap/debootstrap --second-stage
