The virtio-gpu is not Linux specific. If windows could include the device driver, it can be used on windows as well like other virtio devices on windows x86.

I'm not sure what's the requirements for booting Windows on ARM64 virt machine since the OS is not open source. So it would be better someone from MS solves this problem or points what we missed for support Windows.
