qlog: Feedback bar below search entry shouldn't go away

When I click Refresh on the qlog dialog a feedback bar is opened up between the search panel and the log presentation panel. This causes the presentation panel to move. This is very irritating as it implies something has changed in that panel when actually it hasn't.

I think it would be much better to always leave the one line space for the Loading. . . message and so avoid chanigng the presentation pane.

I plan to fix this in other ways. Please see the thread on the qbzr
mailing list titled "[qbzr] Design of the browse windows (Was:
Redesign of qdiff)"
