IIRC the problem here that you're using local checkout (bound branch) of branch hosted on Launchpad. That has some problems with TooManyConcurrentRequests. As a workaround I'd recommend you unbind your local copy (bzr unbind) and work with plain local branch instead, doing bzr push after commits. Sorry for that.
