Comment 3 for bug 1045849

I think current design has problems.

At least, tools which are not found in system must be hidden.
This is qbzr's task.

and if possible, known tools should be configurable or overridable.
I don't want to add paths of all tools to environment variable, and I want
to specify extra args to some tools.
