Currently there's a child class for each type of ErrorSummary we want to create (WebAppErrorSummary, CodeHostingErrorSummary, CheckwatchesErrorSummary). We want to change that, so the ErrorSummary class can be used to generate summaries dynamically through the Web UI (See bug XXX)
