Comment 11 for bug 1470051

I believe this bug is still relevant.
Currently there is no way to create a security rule that is agnostic to the protocol via the CLI, though it is possible via the UI or programatically.
This is an inconsistent behavior and prevents functionality from CLI users.
To me it seems that there is no real technical issue with adding it, but it is rather a matter of getting to agree on the right syntax.
I am not sure why this was abandoned (could not find any real reason here), so I would like to try and revive it.
