The bug report is talking about only net-create. I update the bug title.
The third point is a remaining issue and was addressed by bug 1384984 and it has been released.
Thus I mark this as duplicate of bug 1384984.

According to the discussion, the root cause is that neutron client does not cover all options and relies on the extra argument mechanism. It reduces user experience. I totally agree. At now, there are ongoing effort to add command line options explicitly.
Now we are discussing the guideline of adding options.
