This is due to the compress method, please have a look at https://github.com/openstack/python-quantumclient/commit/62f508939e367733552570cc3bac15b82436b981.

In fact it is about python 2.6, 'itertools_compressdef'. So if you are not using python2.6, the cliff >=1.0 is ok.
