    Sync code from oslo incubator and fix imports

    Sync common code from oslo incubator to make our stable/kilo branch be
    compatible with dependencies for project.

    Cherry-pick following commits from "stable/kilo" branch of oslo-incubator:
    Idb68321, Ifab8a09, I408e14d, Ic0d4053, 0cc741a, 66bad01

    Fix imports of oslo.utils and oslo.serialization.
