I'm marking <https://bugs.launchpad.net/congress/+bug/1638745> as a duplicate of this bug because it's essentially the same task.

I'm also moving up the importance and target because this is now a community-wide goal for ocata and client freeze happens at ocata-3. So it'd be good to finish this fix with some time for testing before the client freeze.

Aimee, if you still want to fix this bug, please go ahead. But if you're too busy with your new responsibilities, also feel free to leave it for someone else =)
