After some IRC debugging with mars, Its clear to me there is something deep within libzookeeper that causes it to reconnect furiously after a long time of zookeeper being unavailable.
I think the right thing to do here then is to just not bring up the agents at boot time, until ZooKeeper and the containers are also brought up at boot time.
