This issue crops up if using nova-network multi_host mode, multiple nova-network instances, and multiple nova-compute nodes.

Instances can only resolve instance hostnames on the same compute node, as dnsmasq is local to that node.

Running with a single nova-network service in your cloud doesn't seem to reveal this issue.
