Comment 0 for bug 1083646

If the juju bootstrap node takes up the remaining cores in openstack (canonistack lcy02) and I try to deploy further charms, I receive no notification that these charms will never be deployed. They sit in the pending state forever.

However, I try to run a new instance using euca-run-instances, I get the following message:
TooManyInstances: Quota exceeded for cores: Requested 4, but already used 20 of 20 cores
