The documentation is for current version 3.7.4.1, which I realized is *not* the version pointed at by the download links at the top of the web page. Why did I not update the links? Because I was not able to compile the new version for Windows Python 2.4 and 2.5, and have not had the time to investigate why my Windows compile environment is not working.

But to help out you and other uses who — quite reasonably! — expect the version you download to match the documentation, I have updated the download links to point at the current version for the source code and Python 2.6/2.7 Windows installers, and to the older version of PyEphem for Python 2.4/2.5 Windows installers. Let me know if installing the latest version resolves this problem for you!
