On a clean checkout/install for me, the stylesheet is linked correctly, but isn't getting served correctly unless the app template directory is added to the TEMPLATE_DIRS setting.
I moved the issue of whether or not TEMPLATE_DIRS needs to be updated at installation (aren't all app directories searched by default?) to ticket #377492.
