This isn't an octavia issue that we can find. Our gates are still successfully migrating and I could not reproduce this locally on both Ubuntu or CentOS 7.
The migration it is running is unusual:
Running upgrade fac584114642 -> 034b2dc2f3e0
Why would it be migrating from fac584114642?
Is it possible that your gate is running two of these migrations at the same time?
