multiple different defaults for juno

The token persistance backend was moved in the Juno release, so we need to update the puppet defaults and tests to agree with this. The backends are aliased for now but probably wont be forever.

Also noted:

mail -> email is already set
control_exchange is unset by default, so leaving alone
sqlite_db is already set to something else, so I'm leaving alone
 default_log_levels is a comment change

    Switch to new Juno defaults

    There are some new default config file values for Juno so switch to
    them. This commit does not include the LDAP deprecations which is
    contained in a different commit.
