The revocation_cache_time is 3600. It's not changing to 10. I've confirmed this with the keystone team.

I think our tools picked up the default value for the same option in keystonemiddleware. I'll manually update the table.

    config-ref: Remove a wrong keystone option change

    Our tools picked detected a change for the revocation_cache_time option
    which is not correct. Remove this change.
