At present there are two views of the header depending on the permission level:
  * Visitors: see home|sign in
  * Owners: see home|dashboard|settings|sign out

Once People can sign in to the site, the header needs three levels:
    * Visitors see: home|sign in
    * Owners see: home|dashboard|settings|sign out
    * People see: home|your profile|sign out
