    move to use oslo.i18/utils/serialization

    nova is switching to use oslo.i18n, oslo.utils, oslo.serialization with
    change

    nova.openstack.common removed some modules that has been replaced by the
    ones from oslo.i18n, oslo.utils, oslo.serialization.
