Per the traceback, it looks like the apt archive being used is missing the snapd package. Or perhaps the update pocket has been disabled somehow. I don't think the charm or the snap layer can do anything to help here. The snap layer is running 'apt install -y snapd' and that is supposed to just work under trusty.
