Kubuntu 12.10, 64 bit, KDE 4.10.1 via PPA, 3.5.0-25-generic
I'm having the same issue. I have two panels, one on each screen justified to the top edge. If I add the menubar widget on each, it seems as if the widget on my laptop (primary) screen is the only one that fully works. On the 2nd one, I get a "File" option at times, but it's only available feature is "close". Considering that my extended monitor is significantly more massive than my laptop, I do the majority of my work there... this makes using the menubar kind of a nuisance, because if I'm working on the 2nd display and need to utilize an option in the menubar widget, I need to swing the cursor onto the laptop and navigate accordingly.
I see this is an older bug (2011), but even on 12.10 I'm still seeing it behave identically to what avlas reported above.
