Bug Description
This might be a bug related to the XFCE desktop environment and not at all related to Plank. Plank can, however, probably circumvent this bug.

I can confirm this bug. In addition clicking the "Create Launcher on the panel" icon will (un)minimize xfce4-panel which is not supposed to be possible.
The bug can be reproduced by right-clicking on the panel and choosing "Panel" > "Panel preferences...". Even if the preference window is closed the new docklet will remain.
