I would like to agree with you,
I cannot speak for others, but in general. I almost never use the the dock to launch for new applications to to switch to an open one - it requires moving the mouse..
As a gnome use, I use the "Activities Overview" (super key) to start a new app,
to switch between apps I use alt+tab (and alt+`).

I can't explain why I like docks :)
but I do, especially plank..

About your comment - handling notifications,
unfortunately, at work, the policy is to use Ubuntu 12.04, so major updates for almost anything, especially not for gnome,
our mail app and messaging app, do not integrate with the notification server, so my only sign that a notification arrived is the pulse from plank (or bounce from cairo).

To summarize,
I agree that in a perfect world, the dock app would not need to worry about notifications,
but it's a great feature that helps where others fail.
