suspend-time-check needs to respect how many devices attached instead of 5 seconds

Bug Description

In some desktop/workstation, there are many devices attached in a system.
As we don't have an limitation for add-ons, then the suspend-time will increase if more components attached.

It's more reasonable if we can consider to have an adjust time map for each type of components.
e.g.
+0.1 for extra pci device
+0.1 for extra usb device
+0.25 for a hdd
etc..

5 seconds is quite subjective.

Also, HDDs and RAID adapters would definitely impact suspend-time-check by a magnitude of seconds, which many fails derived from that.
