Tested Pinta 1.1 on Windows XP sp3. Now read-only files can be opened and so problem solved.
Note: if image is changed (if desired in the first place because of using read-only file) and saving the image Pinta reports info "Can not save read only file." which is correct behavior because read-only files should not be overwritten.
