Jonathan, I didn't write that 99% of users don't care what size their picture is. People care about picture size, but in 99% of time the default size they have set in previous session is what they want, so there is no need of asking the same question over and over again. If user wants to change the settings, user can still go to File | New. Just a suggestion...
