Comment 1 for bug 2012962

This is probably the same underlying issue as bug 2012970
If I manage to enter the Line/Curve tool without losing keyboard focus (e.g. pressing O immediately after opening Pinta) then the enter key works, but otherwise (e.g. pressing a toolbar button) the enter key stops working
