ctrl+scroll to zoom does nothing

Bug Description

Behavior: Holding the CTRL key down and scrolling up or down with the mouse wheel ("Ctrl+Scroll") does nothing.

Expected: Doing so would zoom in and out of the image.

I am able to zoom by switching to the zoom tool and left/right clicking, as well as by keyboard shortcuts Ctrl++/Ctrl+-.

I'm certain this isn't a hardware or driver issue as it works in a number of other GTK programs (such as Audacity). Using another mouse of completely different brand still had the issue, and the issue persisted even after killing driver program ckb-next.

Bug #852770 suggests this functionality was at one point inhibited by Num Lock and Caps Lock toggles. However, turning them off did not allow me to Ctrl+Scroll to zoom.

If there are log files I need to find let me know.

It might be useful to see the output from running 'xmodmap' just in case there's something odd with the key mapping
Otherwise, it could also be possible that the scroll event somehow isn't making it to the canvas window, similar to bug 1909679
