Replicate with:

* Select two non-intersecting regions (maximum effect if those regions are selected to be diagonally across each other)
* Apply a random filter e.g. Effects > Blurs > Fragment

Expected Result:
* Preview accurately reflects the end result (i.e. only the two selected areas are blurred)

Actual Result:
* Preview "creates a rectangle that encompasses all regions", and previews the filter application in it.

Note that, the end result of accepting the effect is correct (i.e. only the marked arreas are altered)
