there should be no difference between Pinta Windows and Pinta Ubuntu version. If there is a difference, then the most likely you are using different versions of Pinta. See Help | About menu for version you are using in both systems.
On Ubuntu if you are using Pinta older then 1.6, then please upgrade using a PPA.
Basically what you need to do in Terminal:
sudo add-apt-repository ppa:pinta-maintainers/pinta-stable
sudo apt-get update
sudo apt-get install pinta
